From 12 to 14 June 2019 in Kampala, representatives from the private sector, Ministries, trade unions, civil society organisations and VET trainers working in the sector of tourism and hospitality participated in a 3-day VET Toolbox training to operationalize the Tourism Sector Skills Council and provide sustainability for the future.

Day 1: Business Model
Review outcomes of scoping trip – set the scene and review the priorities that came out of the scoping trip


  • Governance structure
  • Mission, vision and objectives
  • Roles and responsibilities
  • Financial & Sustainable model 

Day 2 & 3: Develop Operational Action Plan

Utilise the outcomes of the scoping trip to prioritise the operational action plan year 1

1. Product development e.g. Customer Service – Specialisms - Entrepreneurship – H&S - Apprenticeships

2. Standardisation & licensing

  • Standardisations, licencing, occupational profiles, occupational standards (align international best practice)
  • M&E Framework is developed and operational;
  • Quality assurance
  • Accreditation and certification

3.Strategic workforce planning – Labour market Intelligence

  • Career development / workforce planning
  • Leadership and Management
  • Human Resource support Review of the three days outcomes and outputs Outcomes
  • Operational Action plan year 1 and year 2 & 3 outline plan – short /medium/ long term
